Quit and Cancer Council Victoria welcome more inspectors to enforce Tobacco Licensing Scheme

Posted 27 Apr, 2026

Quit and Cancer Council Victoria welcome the Victorian Government’s commitment to expand Tobacco Licensing Victoria’s workforce to 42 inspectors. The move signals recognition of the significant harm caused by tobacco – including illicit tobacco – to our community.

Every day in Australia, 66 people die from tobacco-related illnesses. And despite prevalence dropping dramatically in recent decades to about 10% of Australian adults smoking daily, 24,000 Australians still die from smoking each year.

In Victoria, enforcement of the Tobacco Retail and Wholesale Licensing Scheme began in February this year when just 14 inspectors were responsible for enforcing the Scheme across the state.

Quit Director, Rachael Andersen, said she was now pleased with the Victorian Government’s recent decision to increase the enforcement workforce.

“The scale of the illicit tobacco problem in Victoria is immense. The announcement of extra boots on the ground in our state to help ensure retailers and wholesalers comply with the law sends a strong message – illegal activity will not be tolerated. We’re also heartened that closure powers for enforcement inspectors will soon be legislated to shut tobacco shops trading illegally.”’

CEO Cancer Council Victoria, Todd Harper AM, reflected on the devastating toll of tobacco in relation to cancer control.

“Tobacco causes 16 different types of cancer, so these additional measures to regulate its wide availability and control illicit trade is welcome news,” Mr Harper said.

Ms Andersen had a final message for the many people battling nicotine addiction.

“We know most people who smoke or vape actually want to quit, but doing so can be hard. So for free support for yourself or a loved one to stop smoking or vaping, give our counsellors a call at Quitline on 13 7848, or visit quit.org.au to check out stories of how other Australians have quit, try all the new tools and read up on quitting tactics.”
